This sounds like a great start. I was wondering if maybe you should include a section about the teaching strategies that you are going to use to acheive your goal? You could include information on some which have been successful and why, and support in regards to the strategy that you choose to instructor your students. Good Luck!

I found a great article that you might want to use with your literature review. It gives a different perspective from the one by the National Reading Panels findings on Phonics. Krashen, S. (March 2004) False Claims About Literacy Development. Sorry about the web address, but I guess I don't know how to put it in with it staying complete in the box. I think the title and Steve Krashen will get you to the article. It is on the Wilson Web.
